This third case can ONLY fixed by disconnecting the Thunderbolt cable from both the MBP and iMac, restarting the MBP while also "zapping the PRAM/SMC".

I can still "drag" windows to the off-display, windows that appeared on this display remain on that display even though I cannot see them. Removing the cable, reconnecting the cable, disconnecting and reconnecting with Cmd-F2 does NOTHING.

I put my 2013 iMac into target display mode (TDM, not target DISK mode) via Thunderbolt cable for a 2012 MBP. Target Display Mode problems continue on High Sierra I know this is an edge case most folks won't encounter, I couldn't find anything similar on the web so I'm posting my fix here. The solution is simple: disable Location Services for iCal and you'll be fine. If you have a big calendar - for instance, if you've been encountering problems with a hot running CalendarAgent process - and you have location services enabled for iCal, then you get a lot more stuff in the logs and you will likely experience what I was describing above. When this happens your wifi appears to be unavailable for a short while, typically about 500ms by the looks of the log. Whenever locationd does run something in the console appears looking like this: anything you're doing with the network halts for a few seconds.ping times to anywhere increase 10x to 1000x.This caused the following symptoms every 60 seconds for about 2-3 seconds: But iCal was still enabled for locationd in the background. I know I've exceeded the 10,000 item limit for one of my calendars on iCal, and as a result use Fantastical instead. The culprit was a combination of iCal & locationd. I spent some time today debugging and found the answer, which I'm sharing here in case it helps anyone else. The real world impact was video calls became really hard to do well on my MacBook and frustration browsing.
